About the Role
We are seeking an experienced Project Engineering Manager to lead engineering operations for major Oil and Gas facilities in Oman. This senior leadership position requires deep technical expertise in upstream, midstream, or downstream project execution within the energy sector. The successful candidate will oversee multidisciplinary engineering teams, drive project delivery from concept through commissioning, and ensure compliance with international standards and local regulatory requirements.
Key Responsibilities
- Lead and manage the project engineering function for large-scale Oil & Gas facility projects including FEED, detailed engineering, procurement support, and construction oversight.
- Direct multidisciplinary engineering teams across process, mechanical, electrical, instrumentation, civil, and structural disciplines.
- Develop and enforce engineering standards, specifications, and work processes aligned with API, ASME, ISO, and Omani regulatory frameworks.
- Manage engineering deliverables schedule, budget, and quality assurance across all project phases.
- Interface with clients, EPC contractors, vendors, and regulatory authorities in Oman to resolve technical issues and secure approvals.
- Perform technical reviews of design packages, HAZOP/HAZID studies, and engineering change management.
- Drive value engineering initiatives to optimize CAPEX and OPEX without compromising safety or operability.
- Mentor and develop engineering talent; conduct performance reviews and succession planning.
- Ensure HSE compliance throughout engineering activities; promote a strong safety culture.
- Prepare and present technical reports, progress updates, and risk assessments to senior leadership.
Requirements
- Bachelor's degree in Engineering (Mechanical, Chemical, Electrical, Civil, or related); Master's degree preferred.
- Extensive engineering management experience in Oil and Gas facilities — upstream, midstream, or downstream.
- Proven track record managing engineering scope on major capital projects (>$100M) in the Middle East, preferably in Oman.
- Deep knowledge of international codes and standards: API, ASME, ANSI, IEC, NFPA, ISO 9001/14001/45001.
- Strong command of engineering software tools (SP3D, PDMS, AutoCAD, CAESAR II, HYSYS, ETAP, etc.).
- Experience with Oman-specific regulations: MDHA, EPA, ROP, PDO/PDO-approved standards.
- Demonstrated leadership of multicultural, multidisciplinary teams in remote or challenging environments.
- Excellent communication skills in English; Arabic proficiency is a strong advantage.
Preferred Qualifications
- Chartered Engineer (CEng) or Professional Engineer (PE) registration.
- Project Management Professional (PMP) or equivalent certification.
- Prior experience with major operators in Oman (PDO, OQ, Daleel, Occidental, BP, Shell, TotalEnergies).
- Familiarity with digital engineering workflows, 3D modeling, and digital twin technologies.
- Experience in energy transition projects: CCUS, hydrogen, solar-hybrid integration for Oil & Gas facilities.
