Role Overview
We are seeking an experienced Safety Head to lead and oversee all Health, Safety, and Environment (HSE) activities across multiple water infrastructure projects, including Water Treatment, Desalination, and Wastewater Treatment facilities. This senior leadership role requires a strategic thinker with deep technical expertise in HSE management within the water sector, ensuring compliance with international standards and local regulations in Bahrain.
Key Responsibilities
- Develop and implement comprehensive project-specific HSE management systems aligned with ISO 45001, ISO 14001, and client requirements.
- Lead HSE strategy for water infrastructure, desalination, and wastewater treatment projects from design through construction to commissioning.
- Conduct risk assessments, hazard identification (HAZID), and job safety analyses (JSA) for high-risk activities.
- Manage incident investigation, root cause analysis, and corrective action implementation.
- Ensure compliance with Bahraini labor laws, environmental regulations, and international standards (OSHA, IFC, World Bank).
- Oversee contractor HSE performance, including pre-qualification, audits, and performance monitoring.
- Deliver HSE training programs, toolbox talks, and safety leadership workshops.
- Prepare and present HSE performance reports to senior management and stakeholders.
- Drive continuous improvement initiatives to enhance safety culture and reduce incident rates.
- Coordinate with project managers, engineers, and regulatory bodies on all HSE matters.
Required Qualifications
- Bachelor's degree in Engineering (Civil, Mechanical, Chemical, or Environmental) or Occupational Health & Safety.
- Professional HSE certifications: NEBOSH International Diploma, CSP, or equivalent.
- Minimum 10 years progressive HSE experience in water infrastructure, desalination, or wastewater treatment projects.
- Proven track record in managing HSE for large-scale EPC or design-build projects in the Middle East.
- In-depth knowledge of Bahrain HSE legislation, GCC standards, and international best practices.
- Strong leadership, communication, and stakeholder management skills.
- Fluency in English; Arabic language proficiency is an advantage.
Preferred Qualifications
- Master's degree in HSE, Environmental Engineering, or Business Administration.
- Certifications: ISO 45001/14001 Lead Auditor, Process Safety Management (PSM) expertise.
- Experience with FIDIC contracts and international financing institution (IFI) requirements.
- Background in desalination plant operations (RO, MED, MSF) or advanced wastewater treatment.
