About the Role
China State Construction Engineering Corporation Ltd. (CSCEC), a publicly traded company on the Shanghai Stock Exchange since 2009 and founded in 1982, is seeking a dedicated HSE Engineer to join its operations in Algeria. This role is critical to ensuring that all construction activities comply with international and local safety, health, and environmental regulations. You will be embedded within project teams to drive a proactive safety culture across all site operations.
Core Responsibilities
- Develop, implement, and continuously improve HSE management systems aligned with CSCEC corporate standards and Algerian regulatory requirements.
- Conduct regular site inspections and safety audits to identify hazards, assess risks, and enforce corrective actions.
- Lead incident investigations, root cause analysis, and prepare detailed HSE reports for project management and regulatory bodies.
- Deliver HSE training programs and safety induction sessions for all site personnel, including subcontractors and temporary workers.
- Monitor environmental compliance, including waste management, emissions control, and noise/dust mitigation on construction sites.
- Coordinate with project managers to integrate HSE requirements into method statements and work plans.
- Maintain and manage HSE documentation, including risk assessments, permits to work, and emergency response plans.
- Ensure availability and proper use of personal protective equipment (PPE) across all active work zones.
- Track and report key HSE performance indicators (KPIs), including LTIs, near misses, and safety observation rates.
- Manage emergency preparedness protocols, including fire drills, evacuation procedures, and first-aid readiness.
Required Qualifications
- Bachelor's degree in Engineering, Occupational Health & Safety, Environmental Science, or a related discipline.
- Minimum of 3–5 years of hands-on HSE experience in large-scale construction or infrastructure projects.
- Strong knowledge of international HSE standards (ISO 45001, ISO 14001) and Algerian occupational safety regulations.
- Professional certification such as NEBOSH IGC, OSHA, or equivalent is highly required.
- Proficiency in developing risk assessments, job safety analyses (JSA), and safe work procedures.
- Excellent report-writing and documentation skills with attention to detail.
- Ability to communicate effectively with multidisciplinary teams and deliver safety training sessions.
- Proficiency in both French and English is required; Arabic is a plus.
Preferred Skills
- Experience working with international EPC or construction firms on large infrastructure projects.
- Familiarity with enterprise HSE management software and digital reporting tools.
- Certified Trainer status for OSHA or NEBOSH courses.
- Knowledge of environmental impact assessment (EIA) processes and sustainability practices in construction.
- Strong leadership and influencing skills to promote a positive safety culture among diverse workforces.
- Experience in emergency response planning and crisis management on active construction sites.
