About the Role
We are seeking an experienced Environmental Coordinator with strong knowledge and hands-on experience in Leak Detection and Repair (LDAR) programs, including compliance with EPA regulations. This role is based in Kuwait and is critical to ensuring environmental regulatory compliance, minimizing emissions, and maintaining safe operational standards across facilities.
Key Responsibilities
- Plan, coordinate, and oversee Leak Detection and Repair (LDAR) programs in accordance with EPA Method 21 and other applicable environmental regulations.
- Conduct and supervise field inspections and leak detection surveys using organic vapor analyzers (OVA) and flame ionization detectors (FID).
- Identify, document, and tag leaking components including valves, flanges, pump seals, and connectors; ensure timely repair and re-monitoring.
- Maintain accurate LDAR databases, monitoring logs, and regulatory reports to ensure full compliance with local and international environmental standards.
- Coordinate with operations, maintenance, and engineering teams to schedule and prioritize repair activities without disrupting production.
- Develop and update Standard Operating Procedures (SOPs) for LDAR activities and environmental management protocols.
- Prepare and submit environmental compliance reports to regulatory authorities and internal management on a regular basis.
- Monitor and ensure adherence to Kuwait Environmental Public Authority (KEPA) regulations and other applicable environmental legislation.
- Support environmental impact assessments (EIA) and contribute to sustainability initiatives and emission reduction targets.
- Train and guide facility personnel on LDAR procedures, environmental awareness, and proper use of monitoring equipment.
- Manage calibration, maintenance, and inventory of LDAR monitoring instruments and equipment.
- Participate in internal and external environmental audits and implement corrective actions as needed.
Requirements
- Bachelor's degree in Environmental Science, Environmental Engineering, Chemical Engineering, or a related discipline.
- Minimum of 3–5 years of hands-on experience in LDAR programs and environmental compliance.
- Strong working knowledge of EPA regulations, including NSPS, NESHAP, and Clean Air Act requirements.
- Proficiency in LDAR monitoring techniques using OVA/FID instruments and familiarity with smart LDAR software platforms.
- Experience with environmental management systems (EMS) and ISO 14001 standards is preferred.
- Excellent analytical, documentation, and reporting skills with attention to regulatory detail.
- Strong communication and coordination abilities to work effectively with cross-functional teams and regulatory bodies.
- Ability to work in field environments, including industrial and petrochemical facility settings.
- Professional certifications such as LDAR Technician Certification or Certified Environmental Professional (CEP) are an advantage.
Preferred Skills
- Familiarity with VOC (Volatile Organic Compound) and HAP (Hazardous Air Pollutant) emission calculation methodologies.
- Experience in refinery, petrochemical, or oil & gas industry environmental management.
- Knowledge of GHG reporting, carbon footprint assessment, and sustainability frameworks.
- Proficiency in GIS tools and environmental data management software.
