DUTIES AND RESPONSIBILITIES:
•        Plans and
supervises the multiple discipline works of the construction for
SAMREF LFC Contract No. 4600001227 –Project Construction
Agreement and LFC Contract No. 4600001471 –Tank Repairs
&Maintenance; which include the responsibility for the
planning and co-ordination of all manpower and equipment,
materials supplies, and sub-contracted services, towards the
proper completion of the work on schedule with approved drawings,
specifications, safety requirement, cost control and quality
limitations on time of SAMREF Approved project
completion.
•        Responsibilities of winning
new clients, exploring new avenues of activity and seeking
business opportunities that the company can exploit in its bid to
develop and grow a new business, whether through partnership or
new initiatives.
•        Perform an initial
review of the Invitation RFQ documents to establish the scope of
company services, to comply any Technical Pre-Qualification query
and clarifications, the tentative duration and start of the
project inquiry and the manpower and equipment
requirement.
•        Plans and manages for the
manpower requirement of SAMREF LFC Contract No. 4600001209
–Skilled Manpower Supply-Mechanical & Machinery; SAMREF LFC
Contract No. 4600001210-Skilled Manpower Supply-Electrical
&Instrumentation; and Saudi Aramco Jeddah Refinery Contract
No. 6600029107 –General Test and
Inspection.
•        Review and approve any
TSR’s submission to SAMREF.
•        Review and
approve any SAMREF Emergency works or Request for Overtime
whether it’s in accordance to their Approved TSR’s or any
pertaining to safety of Plant Refinery. And clarify ifit’s
chargeable to additional works.
•        Review
and approve any overtime request ofPiping and E/I crew if it’s
really necessary in accordance to TSR’s Project budget and
SAMREF construction schedule.
•        Exercises
strict control over cost of construction particularly the uses of
labour, materials and equipment. This includes reviewing
variances from budgeted expenditures and recommends/initiates
action to bring them under
control.
•        Monitor construction
productivity and schedule performance and investigate reasons for
less than satisfactory performance. Provide recommendations and
institute measures for improvement by modification to operating
procedures/ work instructions.
•        Supervise
monitor and report of TSR’s Project progress on a daily,weekly
and monthly basis throughout the project cycle to ensure on time
completion base on construction schedule. And regularly submit
report to Jeddah Head Office.
•        Responsible
in the procurement of emergency materials andconsumables and
initiate request for thepermanent materials required in
accordance of SAMREF Approved TSR’s.For the proper completion
of the work as per construction schedule. While the request of
permanent materials is to be send to Jeddah H.O. for
approval.
•        Manage Cash Flow Requirements
for the TSR’s Projects. Controlled expenditures within
limitations of project budget.
•        Discusses
and resolves daily site problems with Site Engr’s, Supervisors
and Foremen.
•        Inspect and observe work in
progress to ensure that procedures followed and materials used
conformed to project specifications and quality
standards.
•        Define clear role &
responsibilities and deliverable requirements in terms of both
scope and schedule to all SiteEng’rs., Supervisors and
Foremen.
•        Ensure implementation of the
project quality management system in accordance to TSR’s
requirement.
•        Establish and maintain
effective Health and Safety system in place for the Projects
strictly adhering to standards and specifications. Assure the
company procedures and company policies are being complied with
Company Business Conduct and Ethics Policies at all
times.
•        Training and development of
subordinate employees to improve project performance and enhance
individual career development.
•        Ensured a
positive work environment and awareness by all staff at the site
of project goals and objectives.
•        Works
efficiently and calmly tight deadlines or other stress factors
arise.
An Academic degree in Mechanical Engineeringfrom a
reputable University.
•        Good communication,
interpersonal and organizational skills along with excellent
command of the English are essential. A minimum 15 years of
documented experience and a successful
Operations/CommercialManager track record on the
Petrochemical/Oil & Gas or other related mechanical projects
involving in-depth knowledge of a multi-discipline
environment.
