Import & Procurement Manager

As the Import & Procurement Manager, you will oversee end-to-end procurement operations, manage international vendor relationships, and ensure cost-effective, timely delivery of goods. This is a strategic position that directly impacts operational efficiency and bottom-line performance.
Key Responsibilities
- Strategic Procurement Planning: Develop and execute procurement strategies aligned with business objectives, including demand forecasting, supplier segmentation, and category management.
- Import Operations Management: Oversee all import activities — customs clearance, documentation (bill of lading, commercial invoice, certificate of origin), compliance with international trade regulations (Incoterms, HS codes), and coordination with freight forwarders and customs brokers.
- Supplier Relationship Management: Identify, evaluate, and onboard qualified international suppliers. Negotiate contracts, pricing, payment terms, and SLAs. Conduct regular performance reviews and drive continuous improvement.
- Cost Reduction & Value Engineering: Analyze total cost of ownership (TCO), lead cost-saving initiatives, and implement alternative sourcing strategies without compromising quality or lead times.
- Inventory & Supply Chain Coordination: Collaborate with logistics, warehouse, and production teams to optimize inventory levels, reduce stockouts, and improve order fulfillment rates.
- Risk Management & Compliance: Monitor geopolitical, regulatory, and market risks affecting supply continuity. Ensure adherence to trade sanctions, anti-corruption laws, and sustainability standards.
- Team Leadership & Development: Lead, mentor, and develop a high-performing procurement team. Set KPIs, conduct appraisals, and foster a culture of accountability and innovation.
Required Qualifications
- Bachelor’s degree in Supply Chain Management, Business Administration, International Trade, or related field. Master’s degree or professional certification (CPSM, CIPS, CSCP) preferred.
- Minimum 7 years of progressive experience in import/export and procurement, with at least 3 years in a managerial role.
- Proven track record managing high-volume, multi-country import operations in manufacturing, FMCG, or industrial sectors.
- Deep knowledge of customs regulations, trade compliance, Incoterms 2020, and letters of credit.
- Strong negotiation, analytical, and financial acumen — experience with ERP systems (SAP, Oracle, Microsoft Dynamics) and advanced Excel/Power BI.
- Fluency in English and French; Arabic is a strong asset.
Preferred Skills
- Experience with digital procurement platforms (Coupa, Ariba, Jaggaer).
- Background in sustainable sourcing and ESG reporting.
- Familiarity with Algerian import regulations and local market dynamics.
- Project management certification (PMP, Prince2).
